Jérôme Picard - Norway


Jérôme is a Norwegian architect and urbanist. He is the co-founder and a partner at LOCAL, an architecture and urbanism studio with offices in Bergen, Brussels and Paris. Jérôme has dual qualifications in architecture and urbanism from the Architectural Association in London and the École Boulle in Paris. He has notable international experience working in offices such as OMA in Rotterdam and Dominique Perrault Architecture in Paris.He brings a multidisciplinary perspective to spatial and societal transformation, and recently completed a research fellowship at Pratt Institute in New York. He is currently Associate Professor at the Faculty of Fine Art, Music and Design at the University of Bergen (UiB), where he serves on the Committee for Research and Researcher Training. In 2025, he was selected for UiB’s Momentum program supporting emerging academic leaders.He leads “Greymatter”, a research initiative addressing aging populations and healthcare through urban transformation, aiming to integrate care into everyday life and foster more compassionate societies. The project has received international recognition, including awards from "Europan 15" and the "Crossroads Prize" at the Seoul Biennale, and was presented at the Oslo Architecture Triennale.
